A wall that was never built for the job it was doing

Cindy came to Heritage Outdoors through a referral from her neighbor Beverly — a customer we'd recently completed a retaining wall for in the same Como Park neighborhood. She had a failing wall and crumbling steps that had been deteriorating for years, and she needed someone she could trust to diagnose the real problem and fix it right — without overcharging a homeowner on a fixed income.

After a discovery call and an in-person site visit, the picture became clear. The original wall had been installed before the parking pad above it existed. Nobody engineered it to carry that load. Over time, the weight of the pad pushed the wall forward, the pad sank, and drainage went the wrong direction — sending water straight into the back of the wall instead of away from it.

Her concrete block steps had their own problem: years of salt application had eaten through the surface, leaving them crumbling and unsafe. Two separate failures, one job, one crew, done right.

The diagnosis

Four things that should never have been done

Wall not engineered for the load above it
The parking pad was added after the wall was built. No one accounted for the additional weight — so over time, the pad pushed it forward and the whole system began to fail.

No drain tile installed
A retaining wall without drain tile holds water it was never designed to hold. Hydrostatic pressure builds behind the wall and has nowhere to go — accelerating movement and failure.

Backfilled with dirt instead of 3/4" clear
Dirt retains water. Proper retaining wall backfill uses 3/4" clear crushed stone, which drains freely and doesn't hold hydrostatic pressure against the wall face.

Drainage directed into the wall
When the parking pad sank, the grade reversed — sending roughly half the surface water directly into the back of the wall instead of away from it. The wall was essentially acting as a drain.

Every block that was wrong came out. You can't fix a drainage problem by building on top of it — the only path forward was a full tear-out and a clean start.

Versa-Lok with geo grid & gravel wedge
The failing wall was completely removed and replaced with new Versa-Lok block, properly engineered with geo grid reinforcement and a gravel wedge behind it — built to handle the load of the parking pad above it this time.
Drainage
Drain tile, 3/4" clear backfill & grate
Drain tile was installed behind the wall with a proper outlet grate, and the wall was backfilled with 3/4" clear crushed stone. Water now moves through and away from the wall rather than building pressure against it.
Steps
Versa-Lok steps, sealed against salt
The crumbling concrete block steps were replaced with matching Versa-Lok block and sealed to protect against the salt damage that destroyed the originals. They'll hold up through Minnesota winters the way the old ones never could.

A new Versa-Lok retaining wall with geo grid, proper drainage, and 3/4" clear backfill — built to actually support the parking pad sitting above it. New steps in matching block, sealed against winter salt.

How much does a retaining wall cost in the Twin Cities?

Block retaining walls like Versa-Lok typically run $55–$70 per square foot installed — though premium wall block products can push that higher, with labor staying the same and material driving the difference. Most residential projects range from $5,000 to $20,000+. One thing we always disclose upfront: depending on wall height and load above the wall, a licensed structural engineer may be required. Through Heritage Outdoors, engineering typically runs $1,500–$2,000 paid directly to the engineer, not us. Independent engineering runs around $3,000. We bring this up on the first call — most contractors don't.

Do I need a permit for a retaining wall in Saint Paul?

In Saint Paul, retaining walls over 4 feet in height generally require a building permit. Walls under 4 feet typically don't, but this can vary based on surcharge load — if there's a driveway, parking pad, or structure above the wall, permit thresholds may be lower. Boulder walls look better with age, require minimal maintenance, and fit the Minnesota landscape in a way manufactured block simply can't match. We'll recommend the right material for your site.
